First lets check the basics such as the connection cords, try a different wall outlet, see if this happens on all input sources i.e. dvd, cable, games...etc. Also be sure the input signal resolution doesn't exceed the TV's maximum signal resolution. For example if the cable-box or dvd input signal resolution is 1080i but your TV's max resolution is 720p it could cause weird visuals on screen.
If you tried and tested all of the above, and still the same fault appears then read below.
This is your interface board acting up because of bad AC resistance conditions. This also affects the timing control board aka (lcd board) and its ability to clock pixel address data to the screen properly. To fix this problem requires removing the back cover. If you have an electronics education and some test equipment I can show you how to fix this problem. Or you can have your local repair shop fix it for you.
