What kind of vehicle is it? Year, make, model, etc.? If it's an automatic transmission, make sure the shift lever is pushed all the way up into the park position. It would be the same if the lever is on the column or the console area. Try jiggling the lever as you try to remove the key. Also, some steering wheels have to be turned back and forth a little, to engage the locking pin.
