If it's tripping with the oven turned off, then a "short" can exist inside the oven itself, or inside the local isolation switch, or anywhere along the cable. If the wiring was replaced, then the fault probably exists somewhere along the internal wiring from its terminal box up to the control knobs / switches. Call an electrician to repair or its time to buy a new oven.
