My turbo is stuck and the blade is not moving(not moveable by fingers) is there any chemical that can use to enable it to move the engine wasnt start for quite sometime the turbo is ihi rhf3 from move l600

The acid required to remove carbon buildup will also burn into the steel,try wd 40 and tapping it with a small hammer, if it moves,great, if not buy another turbo.but even if you free up the rotor for the turbo,when you fit it it could burn out VERY quickly.
