My tv has been shutting itself off and attempting to turn itself back on after about three seconds. This repeats like some kind of loop over and over again continuously failing to give me any visible picture. I am curious what the problem is, where I can find it and if there is any way I can fix it manually. Assistance would be appreciated

What you are describing is a high voltage problem, the horizontal output transistor is probably shorted, this is a job for a technician that requires a specif part and soldering to address the issue.
