My Tv want turn on...When i unplug it and plug it in the red light is on but when i turn it on the light flashes green and goes off, but the TV never comes on

This problem, i find vertical pulses not reach the if stage.this signal is coming from vertical output stage.so you check vert pulse line .(any pf or capacitor short) thank you.
