Bypass that surgeprotector, if one, try another outlet, if that does not work, call Dishnetwork to have it replaced. If under warrantee, you are covered if not, add the service plan, $6 a month and you are covered, free!

I see you got a very good answer from esalais2002, and one more thing I wanted to add is if the receiver is powering on and off it's in recovery mode. This process will take 45 minutes to 4 hours, if it still is doing the same thing after four hours you may want to call in for further action.
