This sounds like a rebuilt PCB. They all get tested at the factory to insure functionality. Rebuild shops just don't have a fridge laying about for the test. There's no help for it, but to send it back.

Does your New PCB have a defrost timer attached? If it does, you will need to wait for the defrost cycle to complete before the compressor will start.
