You are correct rick.....I just bought a 60 Ranchero for my 16 yo son...and we were troubleshooting the same problem...the fuse panel IS attached to the headlight switch behind the dash...and if you pull it out like we did..it's easier to pull the switch to put it back...and the brake light switch is on the master cylinder., To test the lights, just run a jumper wire between the two wires after you unplug them from the switch. We found the ligths worked....so the switch is bad!
I think you will find the brake light switch being a hydraulic one by the master cylinder someplace. Should have two wires going to it. I would have to go out into the yard and check, but some of these early fords of the 60's had the 4 or 5 fuses in the bottom side of the light switch. Try checking there. Rick.
