It usually plays that sound - the drums, when it (initially) boots / starts up (i.e. the device had previously been shut down - turned off or the battery is low enough to power it off). Otherwise, if the device is in "sleep" mode or "hibernate" mode ( I'm just using these terms only as analogy), it will not play the drum sound when it is "awaken". If your situation is not explained by the above ...
If it does start up successfully, check & adjust the volume to make it louder. If that doesn't do the trick, it may be (the worst case is) that the "drum sound" file is missing or corrupt, and hence it cannot be played.
