On startup a television is subjected to severe inrush currents this sometimes results in a blown fuse in the psu stage most often at cold startup...this is the place to start...remove and test psu fuse...take precaution when working on tv as many high voltages exist sometimes even long after power is turned off...avoid the high voltagte thick red lead going into the tv tube or discharge if required the same applies to any high voltage reservoir capacitor/s in the psu stage
