I had this problem with these tv`s. The problem actually lies with the power supply inside the unit. Some of the units i`ve seen have 2 blown capacitors on the power supply (C7 and C6) replacing these works. On others, the capacitors as well as a few transistors (Q8 - Q1) are blown. But on all the sets i have seen with this problem, changing the above components restores full functionality to the system.
The simplest problem would be the failure of the backlight.
In case you don't already know it, there is one, and they may or may not last forever. Also, there is an extra power supply to produce the high voltage the lamp needs to fire that may have failed.
Sometimes, you can look at the screen from an angle to see if there is any sign of movement. If you can see program material causing a change in the faint image, then you can be pretty sure it is one of the two problems mentioned.

I have a Westingtonhouse 32" tv and the sound works but no picture. Now when I turn it don the W appears so I believe its the input board.. Am I right and if I am about how much work and cost is that to fix?
