Canon suggests popping the battery in and out several times to clean the contacts, also make sure when you power it up the door is closed completely.. Also look in the battery comaprtment to make sure there is nothing out of position, bent, or something like paper being in there that should not be. Also double check to make sure the battery you put in was adequately charged or showing that has voltage with voltmeter as the fault may actually be with the battery itself as they do have an internal fuse.

Sometimes a thin a layer of corrosion develops on the contacts or even sometimes on the batteries.
When installing them, try to roll them gently back and forth against their contacts to rub through that layer.
