The motor drive assembly is seperate from all the electronics that you program and the incline motor ,although it may not work if there is a "Saftey 'Clip that attaches to the machine and clips on yourself it wont work without this "or if this Magnetic Clip is 'Faulty, If you can lay Machine down on its side or look for a plastic cover at the front or underneith and see if you can Unscrew and access the motor ..there may be a Overload Reset Button or Fuse just after where the Main Power Cord goes into the Tredmill. tred mills also are common for getting pet fur and hair in the motor which can get caught up in the Brushes, (I Think it is Most likely a Fuse or overload switch that is inline with the main Drive Motor.(if you can post exact Model# of TREDMILL I can have a look at the Electrical Diagram and make a more accurate conclusion ,Cheers!
