Check to make sure you have 220 Volts to the top of the upper thermostat. Also, if there is a reset, it is going to be a red button on the upper thermostat. Google electric water heater thermostat and you will get plenty of visuals on how they are positioned & wired. With no power (end the wires pulled off the elements), Ohm out the elements which should read under 20 ohms. This will prove that your elements are good. The only other electrical to go wrong is the thermostats.
