There are two ways to deal with that (before taking you olivetti to an authorized dealer):
There's a lock key under the carriage. Have you unlocked it?
The carriage might have been locked by a piece of paper or something else. Release it (pull it) and clean its passage (there is a button you press in order to release it - proceed with care).
