You've got a grounding wire issue on the right side headlight.
trace the wire that goes to ground and make sure the connection is clean and tight... check for corrosion around the wire terminals and in the connector...
Bad earth,Run a new earth wire from the drivers side head light.
Just fixed my Cobalt headlamp that had the same issue. I initially checked the condition of the fuse so determine if it was burned, or its terminal corroded. Next I checked the terminal of the connector that connected to the lamp. I found that the gap at the middle terminal appeared to be too wide, and hypothesized that there was no contact to carry current to the bulb. So with a small screw driver, I pushed the contact at the terminal slightly closer so as to make contact with the bulb terminal. Tested the headlight, and dimness is gone. Why the gap was wider? I don't know. I can't only surmise.
