Static noise is a sign of a problem in your car's stereo's amplifier, and now that you don't have any sound from any speaker clearly shows that the stereo's amplifier is down, do you have power on your car's stereo ? You can check the speakers with a small battery ( AA, or AAA), if you connect the positive of the battery to the positive of speaker and same way with the negative, the speaker makes a small pop noise if it's working ( no short circuit or breakage), do it with all the speakers. You said the stereo is working and all the lights come on but there is no sound from the speakers, again it shows that the amplifier of the stereo is down, amplifier of stereo is located inside the stereo unit itself, I suspect the stereo's amplifier IC is blown ( common problem in such conditions). I don't know how much technicians ask for such repairs in your area, but I recommend installing a new stereo if it costs anything above $30.
