Only boot in safe mode with Vista
I try to install my ATI Radeon 9600se on Vista but i'm not able, i put the last Catalyst Driver, the last Motherboard Driver, when i turn on the PC, after a certain time, everything stop, i found if i change The configuration of CPU to AGP VIA for PCI to PCI, everything is ok but the Vista disable my video card with this way

Recheck that you have the exact driver for that ati card including the correct driver for the operating system you are using. physically pull the card and confirm the model of ati card you have.
also consider installing just the driver and not the catylist program.
