First, I just called Royal about parts for this unit as I have the same model. It has been out of production for years, thus they have no parts for it. My reaction was "Oh, when it gets old and needs to repaired that's when you quit carrying the parts?" They didn't appreciate my snarky response.
My particular shredder has a big problem with the cutting wheels since two spacers were left out. It would take some pictures and a long explanation, so to keep it short: those missing spacers make the cutters super hard to turn because extra paper will jam in where it isn't supposed to. Get an awl, an ice pick, a scribe, or whatever, and get all the jammed in paper out of there!
Also, if you hear the motor making noises that sound a bit like grinding, that means the bushing is going. I fixed that by rotating the motor in it's mount by 180 degrees. This puts the worn part of the bushing in the other direction.
Lastly. the lube they recommend on the cutting blades is essentially just canola oil. They have a special blend they will sell you, but many claim you can get by with canola or cutting oil. Nail polish remover? I wouldn't do that. And the number I have for Royal (which I just used today) is 1-800-272-6229.
If the machine runs...try putting some nail polish remover into the cutting blades while you run it in reverse...that might clear some of the "glue" then put shredder oilf onto the cutting blades for lubrication.....if its ruined give Royal a call at 1-800-524-0799 for parts assistance.
