Outside compressor turned it self on and pipes are covered in ice, without the Inside air con coming on. I have not had the air con running for two days. to turn off the compressor I had to turn it off at the main switch board as it appears to be hard wired

Have you cleaned the filters on the indoor unit. Check the evaporator(in door unit) coils for build up and debris. Check the out door unit coil for leaves and debris. IF they all are clear. Could be low on refrigerant, faulty metering device or a blockage in the refrigeration system.
