If I had to guess, I Would think it's a gummed-up water level float chamber. Once you pull it out and clean it the dishwasher should run fine. Pull the entire dishwasher out and lay it down on its side (facing the door, tip it over to your right) There is a little white box. Inside that little box is probably a bunch of sediment and glop, but along with all the glop, there is a wing-shaped float that probably can't move due to the glop. Hold the whole plastic thing under the sink faucet to rinse it out.
You will probably have to take off the tub pan in order to pull off the drain hose that's attached to the back of this chamber. But this is far better than having to pay for a service call. After rinsing, put it back in the dishwasher, this should solve the problem.
