We have a Whitfield Quest Pellet Stove and a Reverso Woodstove in our basement and we have never had the downdraft problem with the pellet stove. From time to time it happens in the woodstove. A basement installation would be fine and makes sense.
Some people plump in fresh air but you can also punch out the fresh air in take out on the back of the stove and recirculate the air within your home.I would think twice about installing it in your basement . Basements have a tenancy to create a negative pressure, which means that it can become very difficult to create and up draft through the chimney , which causes the smoke to seep out of the stove into your home. The only way I have found to over come this is to run a torch in the stove for 5 mins before starting a fire, this creates an up draft which eliminates the problem.

You need a fresh air pipe in a mobile home by code, not a house
