It sounds like the power supply is intermittent. If the battery is completely drained it may try to boot and reboot. I suggest just leaving it charged for a bit and if it still does it then perform a semi-hard reset by pushing the button on back of the device and the follow the on screen instructions.

Did you attempt the semi-hard reset? If you do this in the middle of a loop reboot it should interrupt the loop it is stuck in and start up normally. This problem may have began after you installed an incompatible program on the device. Things would probably work fine until the program is started, then the endless loop could begin. Again, without more detailed info it is difficult to help.
Also, if the semi-hard reset does work then you can sync to restore the handheld unit back to its previous condition. Though if you sync'd the flawed program to the device, you may still encounter problems until the program is manually removed.
