I have a Fellow PS80 paper shredder. When I turn on the main switch the motor trys to run. I growls and rotates slowly. When I press the reverse button it reverses in the same manner. It is always growling it doesn't go into stand by. I put an ohm meter across the capacitor leads and got 11 ohms. I also went across each of the capacitor leads to the hot wire and got about 5.5 on each side. The capacitor measured 26 micro farads and has 25 written on the side of the case so that all looks good. I don't see any obvious damage on the circuit board
