A few things to check: Firstly, scheck that there are no blown, or bulging capacitors on the motherboard, this board had a tendency to fail due to these going. Then, remove all non-essential peripherals and leave only one ram module in the board, try to boot, if it does boot, replace all in turn, booting each time you do so and identify the faulty component. If it will still not boot, listen for any beeps you may get.. note them down and if there are any, repost your query. Things to try now: Remove the cmos battery, leave out for 30 seconds and then replace, try to reboot. Then try removing all the ram and rebooting with no ram to see if there are any beeps. If it does beep there is the chance that there is still life in the board, if not, the board is probably dead.
Finally, remove the board and power it up on an antistatic surface, using a temporary switch to trip the motherboard pw switch ( or use a screwdriver on the two terminals briefly). If it does power up now, check the switch from the case to the motherboard for breaks or damage, replace / repair and rebuild the tower
