OK let me clear port forwarding for you, your router normaly has a firewall (to block of any requests from the internet to exploit any services trough any ports) so if you want access to a resource on the LAN side (side of the router where all the devices and computers are pluged) from the WAN side (side where the ISP's modem is connected for internet) you have to open a port or multiple ports to a specific device IP address (according to device manual).
for exemple: assuming that the camera has an IP of 192.168.1.110 and it uses port 7777 for resources, in the port forwarding section of the router you ave to open port 7777 and direct it to 192.168.1.110 (save settings and VOILA)
