NO thats not the picture ,that is more from the vertical circuit some capacitor defect or the ic it self

Its really very interesting that this is happening right now to another person, our CRT ilo just started to do the same thing about a month ago. Aside from the lines there's now also a 2 inch black gap (not letter-boxing from wide-screen shows or any thing of that nature) that appears right right after the TV is turned on and sticks around for about 10mins while the picture slowly "fills in" and moves upwards towards the usual, normal, position.
