I replaced the TCON after we found that the fuse had power, but none of the test points just before the panel ribbons. That didn't fix it. We then replaced the power board after finding that it the pins were putting out 8volts rather than 12... but it still output that after the change and we found we were still getting 13 at the new tcon fuse. Seems like it's either the panel itself or the the mainboard given that it's the only thing left, but I'd like to definitively determine if it's the panel.
