Power saver wont open

I'd like to adjust my settings but I can't open the toshiba power saver. Nothing happens when I click on it.

You only have to donload and intall this aplication http://cdgenp01.csd.toshiba.com/content/support/downloads/s245tps2.exe
Then restart the NB, I hope this help
