Turn the gas tank Valve OFF, disconnect the hose from the tank. Wait five minutes and reconnect the to the tank valve and open the tank valve VERY, VERY SLOWLY (Slow motion, slow). Once the valve is fully open, light the burner farthest from the tank first and turn it to HIGH. Do you hear any whining? If not, light the remaining burners the same way. Hear any whining? If not, you solved the problem. Just always remember to open the tank valve very, very slowly.
If the above didn't solve the problem, you will need to replace the hose/regulator assembly. You can purchase one at any home center or hardware store, that sell gas grills and accessories. Take you old one with you for comparison purposes.
