hi , you say you can hear a click, that 's is the relay within the motor controller, clicking because it most likely having a problem with the magnetic brake on the side of the motor, I suggust you first trace back the cable from the brake , check the connections of this cable, normally it's a bad connection from the frame to the rear part of the scooter that causing the brake not to activate fully, that is setting up a error situration within the controller, In a similar situration I bypass the connection part and that sorted the problem.

Hi, that noise could be a relay clicking off inside the motor controller because the brake on the motor has failed to release,
It quite a common problem and the only way to be 100% sure is try a replacement brake unit.
