Properties it says my AMD Turion 64 X2 TL-50 is only running at 803 Mhz instead of the 1.6 Mhz it's suppose to. Device Manager says both are working properly. ??

Which program are you asking about ? Different programns run with different megahetz. If it is working , don't fix it.
