Push mower revs too high with throttle just open (or a little higher with the throttle opened more). Revs stay high until throttle reduced to cutout point
This occured after replacing the governor springs. I have viewd countless utubes to check correct fitting. I have not stretched or shortened the springs (some utubes say 'Don't touch', others say adjust??). I adjusted the throttle cable to just above the point the mower cuts out. At the point the revs are way too high. The governor vane and the springs move freely.

Are you sure you have the right spring fitted?? and have you tried adjusting the spring tension? you can do this by bending the arm that the govenor spring attaches to as seen in this picture
