Hello,please kindly follow the steps below to fix your brush belt for bissell 1697m,
Unplug the vacuum before attempting any maintenance on it to avoid electric shock.
Step 2 Place the vacuum handle in the low position and turn it over. The bottom side of the power foot should be facing up.
Step 3 Use the Phillips head screwdriver to remove the four screws on each side of the brush cover. Set the screws and brush cover aside.
Step 4 Pull out the rotating floor brush by grabbing both ends and lifting it straight up. You'll notice that the drive belt (it looks like a big gray rubber band) is looped around one end of the floor brush and the other end is looped over a pulley inside the vacuum. Take the drive belt off the brush and the pulley and set it aside for now. If the drive belt is completely snapped in two, just grab it out.
Step 5 Place the new drive belt over the motor pulley and also stretch it over the end of the floor brush.
Step 6 Replace the floor brush by lining up the ends of the brush with the slots. Turn the brush a few times to get the tension right and force the belt to center itself on the brush.
Step 7 Put the brush cover on with the four screws and press down on it to make sure the brush cover has also snapped into place.
Hi,with the level of job you have done in the process of replacing the brush belt,i think its time you contact a technician to help you out,it won't cost you much compared to the stress you have and will continue to encounter.
The brush belt on the Dirtlifter broke. I am looking to see how I can put a new belt there and also replace the pump belt, as the replacement belts are packaged together. I popped open the belt access door and cannot see the pump belt assembly and cannot figure out how to get the brush belt onto the brush roller. It doesn't seem like there is any way to detach the end of the roller to slip on the belt.
I hope this is clear enough for you. I've tried searching high and low for a repair manual for this, but have come up empty. I'm in desperate need of getting this fixed.

This is not a vacuum cleaner, it is a carpet steam cleaner. There are no screws on the bottom of the unit as you describe. Thus, I'm at a loss.
