I released both magazines to see a tape still in my drive. I reached in and was able to remove it without any resistance. I know that sometimes tapes will be in a locked position and I cannot simply pull them out. For those I have been able to press and hold a button (forgot label over years) for 30 seconds and it will go through the motions of spitting it out. I noticed that there is a small microswitch on th circuit board of the tape drive, but did not have to use it. After removing the tape I reinstalled the magazines and performed another reboot of the library as I type this.

Look for a physical reason for the robot to stall.

A tape may be sticking out of its cell or a drive.
Never use sticky labels anywhere on the cartridge.
