No your problem is the sending unit but first check if ther not a short to positive. the fuel pump is under the cargo floor carpet disconet the 4 wire plug from pump open the ign and check how many positive you have (need 2) if there more you have a short if not replace the sending unit.
Check that the float isnt getting stuck or even bad also check the wires some times the float can get hung up and will only read to a certain point, or it could even your gauge could be off might need to pull the insterment cluster cover off and slide the needle off and reset it i would check the float first though

It would be a bad float in the tank...they get logged down with fuel over time and wont read accurately
