Hello massce. My name is Michael Hurst with DISH Network. I see that you are experiencing issues with your remote during a certain time (7pm-10pm). Seems like there is something that is interfering with the signal that the remote is sending to the receiver, what could be causing this issue could be, backlighting or power save mode on LCD TV's, fluorescent lighting in room, or direct sunlight. You can go through an elimination process by turning on your TV and the DISH receiver then slowly turning on other components in the room. If there is a component in the room that makes the remote stop working that would be the cause of the issue. If the component can't be found an upgrade to UHF remote may help remedy the issue so it doesn't continue.
