Remote key pad and auto transmitter work intermittently when it is cold outside. What could be the problem? Batteries are all good (tested on volt meter)

Some electronic devices become sensitive to temperature. There is no cure other than replacement. Make sure your batteries are under a load when checking with a volt meter or you will get false readings.
I need to add if your keypad and transmitter are both intermittent it is the receiver that is the problem. It is part of the logic board in the motor unit.
