Bassially, uyou have to take it apart and replace the broken with the new. Im asuming you have taken it apart already and tried putting it in. Now, in order for it to lock in place to keep it standing upright, there is a spring or a metal clip ( 17 in diagram from above user refered to as the handle release spring) that locks in place when you push it up and pressing the petal depresses it and allows you to tilt it down.

Now is it stuck up and locked or is it falling down and not locking upright?

If its not lcoking upright, there may be damage or broken plastic wher the metal clip or spring go in and allthough you replaced the parts, the casing itself is damaged and isnt holding the handle lock spring is proper position and falls out of place after you put it together, in which case your out of luck, unless you can fix it with ingenuity and some strong apoxy. You could try using some automotive appoxy to glue the metal spring in place, wait a few hours to dry and then re-asemble and hope that it holds.

Im guessing it probably broke when someone tryed to pull it down without pressing the release petal and snapped the plastic that holds the metal spring in place. just a guess.

Initially, other areas that maybe explored are:

• flat metal tab that serve as spring P/N 70043;
• the the grooves and latch indentation that the handle release locks on, they may be worn out.

Obscure question for the win. Sorry to hear about your troubles but bravo for taking the incentive to fix it yourself rather than sending it to a repair shop. It took a bit of searching, but I found the repair schematics for your model vacuum.
