Replaced existing Lutron skylark low voltage dimmer
Replaced existing Lutron skylark low voltage dimmer with another, only used 3 way instead of single pole. Told to cap off one wire and not use. Still not lighting halogen bulb. Checked bulb in another room and it is good. Any suggestions. Have first red wire going to white, black to black, green to green. Last red wire just capped off. Electricity present in all wires.

You will need to return the 3-way dimmer and get a single pole dimmer, as the Lutron Skylark series is suspectible to failure if connected to a live circuit first, or misconnected at intial installation. As an electrician, I ceased using these dimmers years ago, due to the rash of call-backs by customers and went with Leviton togglers and have had excellent results.
If you purchased it at a 'big box' store, they will accept the return as a defective item, as they have national agreements with their suppliers to accept customer returns. Just tell them it didn't work and you want a store credit, you can then purchase the lower priced single pole dimmer you need and save some money in the process too.

This is terrible. First of all, an electrician should know that a 3-way device will work in a single-pole application - you don't NEED a single-pole. Secondly, recommending that you lie to the store to dump someone's own mistakes on the manufacturer is simply unethical.
BoomerP - Do you know that this particular Lutron electronic dimmer will NOT work properly in a single pole application? Bet not, Lutron issued a bulletin about this and ceased making them the way they were, due to a fault in the electronic dimming circuitry. Maybe you need to do a litle research before you expouse knowledge about a rather specific application with a specific model product. Yes a standard 3-way dimmer would be usable in a Single pole circuit, but the point here is THIS product had a know issue and would NOT work in a SP application.
