Some of the starters use a Relay under the hood. All the Relays have a trigger terminal. You can start by using a Voltmeter or testlight and have someone turn and hold the Ignition key to the "Cranking" position. You will either need a helper or wiring long enough to observe whether either small terminal lights up. Do this by placing the tester to 1 small terminal for the positive charge and ground the other end of the test wire. Then repeat the process with the second small terminal.
If you are not getting any power to the small terminals, then you need to find either a Relay under the hood or trace the small wires to the Ignition key.
Be advised that all of your Interlock switches can also keep the signal from the Ignition key from reaching the starter. These Interlock switches are adjusted so that you can start the engine in Park or Neutral. If the shift cable is out of adjustment,( its Interlock out of adjustment,) then you need to adjust or replace that switch.
