I would use 80 grit sand paper and go all around the shaft with that in front and behind the rim before moving it. Get the stuff off a 1" wide roll then you can get it really clean, I use it all the time for this problem and yes cleaning off the end is a good idea also just shave the very end on a 45 degree angle as this will have no affect on performance.

Check and if the end off axle has a swelled place use a file or sand paper to smooth it out.try some penetrating oil that will help
