I believe there is dirt blocking and obstructing it from rolling. You need to open the vacuum, check the roller closely and make sure its rolling freely. You a general troubleshooting on your vacuum, it might be that its due for servicing.

Have you check ed the beater bars/rollers to be sure they are free to rotate! as the belt is always not the problem.
If the belt does not get a good grip because of bad rollers, it will move for a short while only and then stop as is happening in your case.
