Rough sound coming from gas lawm mower on start up

The rope is a bit tough to pull, but then when starts up it sounds like it's maybe hitting a stone, or the belt is maybe the problem??

Sounds like the blade is hitting the inside of your deck. Look under mower and I believe you will find area where blade is hitting deck . GOOD LUCK FRIEND.
