There is paper jammed in front of the sensor. it was likely caused by feeding too much paper into the shedder at one time and now a chunk of shedded paper bits it blocking the sensor from seeing that the shedder is clear
It worked!!! Now my Fellowes DM8C is working like a brand new shredder. At first, I cleaned the sensors several times and it did not work. Then, I disassembled the shredder head, removed the two sensors, cleaned them with a wet cotton towell, put them back in place, reassembled the shredder head and voilà! My shredder automatically starts when the sensors detect paper and stops a few seconds after the paper has passed through. GLEOSA

The sensors get dusty from the 'paper lint' . blow out the sensors and the shredder will turn off
