Samsung rfg298hdms has error code E22, what does this mean?
Refrigerator has not been cooling well. Freezer has been fine, a lot of frost build up. unplugged for a few hours to defrost and clean freezer, when plugged back in got error code.

You are describing a defrost failure...
Good news is it is way cheaper to fix the a COOLING FAILURE.
Very simple circuit (functionally)...
((actually a bit of a nest... so take notes too)).
Always take pictures before taking anything apart... One crossed wire or misplaced screw and you have MOVED WELL BEYOND the CAPABILITIES of half the worlds REPAIR technicians (uninspired clowns).
Always remove power when working.
Be prepared for defrost pan to be overflowed).. towels, wet/dry vac... etcetera.
Clock or control board stops the compressor and cold air circulation (last time I looked your board was $134 (most expensive part))... PROBABLY LOCATED IN RECTANGULAR RECESS ON THE OUTSIDE BACK OF FREEZER (I think).
Cyber-wisdom says you have a FUSE in there as well...
Cheapest = check it out first.
Small heater element gets energized (typically below the
"evaporator" (where the cold is normally generated) and a
defrost thermostat keeps thing from getting "warmer"
than about 55 to 65 degrees Fahrenheit (behind interior panel of freezer area (not easy... but do-able if you take lots of pictures).

If you MANUALLY defrost your unit LONGER...
You can get a week or 10 days of operation out of it...
You will need to get a cheapy ICE chest & remove your food
use only room air to speed the process (no heaters or hair dryers (plastic panels can easily be damaged)).

An E22 fault in a samsung refer is a Refrigerator Fan Fault. The fans probably has failed. [more info here]
