Scanner turns it self off
When I turn on my scanner, it stays on for about 5 seconds, at which time you hear a beep, and then the scanner turns off. Unfortunately, I dropped my scanner several days ago. When I dropped it, it landed with the buttons side down. I tried changing the battery and the AC adapter, but that did not solve my problem. Could it have anything to do with it landing with the buttons side down?

Try doing a reset on the scanner, and make sure your battery is good. For the one that dropped it, remove the battery, remove and reinstall the APCO card, bci25d, and then try powering it with the wall adapter, leave the battery out. If it turns on and stays on you might just have a bad battery, they fail and there is plenty of reports online of battery failure causing weird problems.
For the next post regarding your problems to get it to stay on and the APCO card. Remove the card completely, reset the scanner, and then reinstall the card. Make sure its off and the battery and wall adapter are disconnected when removing and replacing the card for safety. After replacing the card leave the battery out and plug in the wall adapter and try turning it on, again eliminating the battery as the possible problem. If it won't turn on you have a bad wall adapter, if it turns on then off yet you could still have a bad wall adapter, get a voltmeter and check it. If it now turns on and stays on you have a bad battery, replace it. You mentioned there is no charge to the battery, how did you check that, is it acting like the battery is not charging? That can also just be symptoms of a bad battery.
The adapter for the 250D is the AD600U, 12v 500ma.
