Graphics chipset is going bad, or monitor
1) Have you tried the monitor on another working computer?
2) Do you have a graphics card installed?
NOT referring to Integrated Graphics. That is from the motherboard, and not a dedicated graphics adapter card.
If so do you have a replacement? If not do you have a graphics card you can install?
3) Plus; is this the monitor that came with the eMachines?
If not see if the monitor has drivers that are available.
Driver: Small piece of software that allows the Operating System to communicate with a device
The device in this case is the monitor.
Do not know what the O/S is, wasn't stated.
4) I abhor posting generic information.
Post the Model Number of the eMachines in a Comment.
Post what Operating System you are using. Windows? Post the version.

Forgot. The model number should be on the back, near the Windows product key; or up on the side of the computer tower.
Nothing like being a day late, and a dollar short; with a possibly needed bit of advise. Follow Anti-Static Precautions, BEFORE reaching inside your computer. Your body carries Static electricity. Static WILL fry out (Short Circuit), the delicate hardware components inside a computer. Relieve your body of Static. Computer ON a table, (Or workbench), computer unplugged from power, computer case open; TOUCH an unpainted surface, of the metal frame of the open computer case. This action will relieve your body of Static. IF you leave your computer in the middle of working on it, be SURE to Touch the metal frame again upon your return. Just in case you wanted to remove that graphics card, to see manufacturing ID number/letters.
Click start control panel display desktop you can select a different desktop from the drop down list or a browse button where you can select different pictures this may vary depending on your operating system also you can change the settings for more or less pixels or from the drop down list pick the appropriate level of color range or troubleshoot also select advanced then general dpi normal , larger or custom settings
Always click APPLY after making any changes windows 7 Open Personalization by clicking the Start button, clicking Control Panel, clicking Appearance and Personalization, and then clicking Personalization. Click Window Color and Appearance. Under Window Color and Appearance, click the color you want, and then click OK. Note If you see the Appearance Settings dialog box instead of the Window Color and Appearance window, the theme might not be set to Windows Vista, the color scheme might not be set to Windows Aero, or the computer might not meet the minimum hardware requirements for running Windows Aero. For more information, see Troubleshoot problems with Windows Aero. Hope this helps.
