I believe you have already Tried Disconnecting the Battery and Again putting it Back. You must have Tried Changing the Settings or try to Take a Picture/ Video in a Different Mode. If not,Try it. ( You would be lucky if any one of these would work ).
More likely, it sounds like Fault CCD ( light sensitive chip ) or a connection to it. Repair would cost anything between $80 - $150. There are cases, in the past where CCD Sensor was Replaced without any charge by Most of the Manufacturers like Sony , Kodak etc.
You need to Contact them, and if CCD is at Fault, you need to negotiate with the Manufacturer as repair Does not Make any Sense, if Sensor is at Fault.
I know, it's a Big Pain but CCD sensors are common issue's with most of the Brands. Sony is the Only one who usually replace it without any Charge. Contact them and check, if they could replace it without any Charge. You could courier the Camera to Them unless time for the new one.
